Maldonado v. Maryland Rail Commuter Service Administration

The court, applying precedent from DelCostello and Phelan, determined that Tripodi's claim accrued no later than April 1993, making his counterclaim, filed in January 1995, at least fourteen months late. Consequently, the court granted Local 38's motion, dismissing Tripodi's counterclaim.
